Conditional Formatting withouth data visible

Good Morning All,

I have a quick question on formatting a data image/set as follows:

I want to replicate this image with my datasets, essentially want to have the change in data for different countries reflect on if its getting better or worse.

However, I notice the colour scheme changes marginally but there is no data show.

How do I do this?
