I am trying to find this solution for quite long. I am not sure if it's possible. I work a lot with feet and inches dimension in excel. For example i input 1.08 for 1'-1" and 2.92 for 2'-11". I am curious to know is there any way like a custom format to display input of 1.08 like 1'-1" in a cell?

There are ways, but rather than using 1'-1'' etc. I'd recommend using fractions.
Ex: if cell holds 1.08
Apply following custom number format.
#'-??/12
It will show as 1'-1/12, while retaining underlying numeric value.
If you must use 1'-1'' format...
=INT(A2)&"'-"&ROUND(MOD(A2,1)*12,0)&"''"

using an approach illustrated by Bo_Ry (another poster)
- enter custom number format of: 0\' 0\"/12
- move cursor to highlight / and press CTRL + J
- click OK
- enabled word wrap on your cell
