    Ignore hidden cells in ampersand function

    In cell F3 I'm fetching 3 cells, 2 cells are static and 3rd cell is dynamic

    I want ampersand function to ignore hidden cell and fetch the 1st visible cell in the locality column

    Attaching workbook for reference.

    Any help is appreciated.
