Using other template my raw : Transpose using multi criteria lookup (Please help)

Hello guys. There is a file that is sent daily to me from other department but I don't like their format and template. I want to copy the whole content of their sheet and paste it to my RAW sheet, everyday and my template from other sheet will automatically generate the data from the raw. I understand that I need a constant spacing to make it consistent and continuously. I dont wanna have errors that is why I just want to copy paste their data and convert it to my own template. How do I make this please? I cannot make it work using Index Match with multiple criteria.

I am assuming that new daily data are added in same format look like in "raw sheet":
    * No blank row between old and new data
    * There always be 6 rows between the date and the first Park (Park 1)
    * There are 3 Park and 3 hospital
    In C5 sheet Template:

    Change N4:V4 to Hospital 1,2,3

Then the same formula can apply to all table start from C4

    =INDEX(Raw!$F:$AC,MATCH(C$4,INDEX(Raw!$B:$B,MATCH(LOOKUP(9^9,$C$3:C$3),Raw!$B:$B,)):Raw!$B$999,)+MATCH(LOOKUP(9^9,$C$3:C$3),Raw!$B:$B,)-1,MATCH($B5,Raw!$F$6:$AC$6,))
