Compile Columns Based on Row Value

I would like for my tables with the same value in the # row to compile their information.
So Column 5 and 6 would be combined into one column and their Major, Minor, Observation value would be combined into the new column as well. The same thing for column 8 and 9. Is there a way to search for identical values in columns and add them together based on row criteria?
