You should know by now ...
There are instructions at the top of the page explaining how to attach your sample workbook.
Comments and formatting cannot be copied via formulae.
Copy and paste will retain both.

So I need to type all the matter in sheet 1 to sheet 2 manually?
No, just copy and paste.
What is the reason for the data duplication?
Or copy the whole sheet on the tabs at the bottom, if creating a new sheet is an option
It is unclear if you wish to retain any underlying formulas (if they are there) as you haven't told us and haven't as Ali says provided a sample with your desired outcome
