Optimize a shipping schedule

I have a simple shared weekly schedule that several people use to manage daily shipping and I'm looking for ways to optimize it. We're over halfway through the year making data entry and edits slow and laggy. Is there anyway to improve performance other than dividing it up into quarters rather than including the whole year? Only features are a conditional formating rule in the "Order#" column that will highlight duplicate entries and a simple sum formula for the "LBS" column.

Goals:

• Improve performance
• Lock conditional formatting rule in "order#" column. (Right now I have to keep reapplying the rule clearing it from from the header rows as people copy and paste from other cells which over rides the conditional formatting rule)
• Non macro solution so time can entered with just four digits sans the ":" (i.e. 0700 becomes 7:00, 1530 becomes 15:30) honestly not a big deal because as I'm typing this I realize I'll just change format to text and live without a ":" haha. Still if that's possible let me know for future reference!
