Removing duplicates based on multiple values

Hi,

I wonder if something like this is possible,

I have about 4000 lines of data. I need to remove people in Column B , based on the data in Column C. However Column B has lots of duplicates because they have multiple values in Column C. I need to remove someone from Column B if they are a donor, but not if they are a donor and staff. So I would like to be able to sort this somehow and thought having the values of Column C transposed would make most sense?

I can't really explain this very well, but hopefully the attached sheet will show what I mean. If there is an easier way then please let me know! I would want to remove John, but keep Sarah and Steve.
