Can I make a highlight color that doesn't print?

Is there a way I can make cells have some kind of highlight/background color that doesn't show up when the document is printed?
But I'm NOT talking about printing in black and white! I mean to still print in color, but have a cell show a particular color, but when the document is printed (or saved as a pdf) that color reverts to the default value.

The reason behind this is to make the fields the user needs to fill out show up highlighted so they are easy to find/remember. There are various cells that simply remain blank until related values are given, so we can't just "look for the blank spots." Plus there are some values in the header that I don't want the user to forget.

It would also be nice if I could have this highlight only show up when the cell is empty.
I guess I'd want two styles; a highlight that appears when the cell is empty, and a background color that turns to default when being printed.

    Page format (4 th tab)

    Title print (9 th tab)

    Sheet (4 th tab)

    Header print

    click on black / white.
Notice my main language is not English.

I appreciate it, if you reply on my solution.

I appreciate the response, but I'm not trying to print the whole page in black and white.
I still want color, but I want certain cells to only show color when I view it, not when it prints.

Use Conditional Formatting and refer to tip below on temporary hiding conditional formatting:
