Dynamically retrieve Parent in previous column

Hi Folks -

Attached is a sample workbook I'm trying to create a formula for.

Column O is where I need the formula and right now, I have manually selected each value that should be there for example purposes. As you can see, I need the formula to step backwards and up to the first none blank cell and return that value. Is this possible?
