Paste Special Menu No Longer Automatically Brought to Front

Hello everyone. This is my first post and this problem brought me here to this forum.

I used to be able to use the keyboard shortcuts to copy and paste as a value, but now when I do this, it puts the paste special menu in the background. I then need to use my mouse to manually click on the "Values" option.

I used to be able to just press Alt + E + S + V to copy and paste as a value. Now I press Alt + E + S and then have to stop because the paste special menu is in the background. Anyone have any idea why this changed? It's been like this for about 2 weeks now. It might sound like a small issue but it's cut my productivity by probably 15%.
