I need to add " to the beginning and end of text in cells

I have thousands of comments that I need to add quotations to the beginning and end of. Each comment is in its own cell. Is there a formate or something that will add the " to the beginning and end of the text in a cell?
Example
Cell is: I Loved it!
Cell Needs to be: "I Loved it!"

yes, haha, not sure why I use SUBSTITUTE for such a straight forward scenario, probably doing too many sub-strings scenario where need to tweak with special characters
