If a value exist then formula execute otherwise return zero

I have to execute the VLOOKUP formula but in case a specific value matches otherwise formula should return zero. I have attached a sheet in which I have yellow highlighted cell where I need output and red highlighted that values should match.

Seem you are trying to add one more criteria from "DssId"?
