Our in-house system will generate an excel report in which Column A: Applicant ID, Column B: Period of Stay From, Column C: Period of Stay To. I am seeking the community help to see if we are able to combine the records to show by Column D: Applicant ID and the Column E: Period Start and End Dates.

It really is a good idea to attach a workbook.
I've guessed, probably incorrectly, the contents of your sheet in the attached.
There are 2 solutions, a pivot table at cell H8 and a Power Query at cell H1.
They're both simplistic, basing their output on the minimum date from of a given applicant ID and a maximum date to of the same applicant. This means, for example, that if row 3 of the sheet (April for 2021/F/Q1/002) was completely missing, there'd be no change in the results.
