Combine the text from 2 rows to 1 row only

Hi Guys,

I need your help regarding this sample.

I need the code or formula to combine the text from 2 rows into 1 row only but different size of fonts. see below sample

i'm pretty sure this is impossible. and the reason is because of the segregatory nature of excel's layout. do you know what dependencies are? with regard to size of fonts, complete cells, color of fonts, tables, worksheets, etc...., it would look like this:
