Place Image in Excel that will still allow text entry on top of image

Good Morning,

I have been tasked with creating a form in excel, that requires me to have an image background, but that will still let me have access to the cells behind the image, enter text into them, formulas, etc... I have tried several things, and googled. Either it cannot be done, I am not searching for the proper terms, or I am clueless. If I were a betting man, I would be going with clueless. Can anyone provide some input on how to do this? I have attached a sample image of the type of graphic i will need to have as an overlay/watermark.
