Every increase by 3, needs to equal a value

I want to create a cell, that if in the range (0-3) = 1, (3-6) =2, (6-9)=3 and so on.

I could create an IF function that would be =IF(Value=<3,1,Value=<6,2) or along those lines, but I would want this to be continous without writing in every possible IF.

Is this possible
