Excel multi user email specific row restriction

I have an excel file that has multiple rows dedicated to multiple users. I also have 3 master users that need to be able to live edit the file. How do I restrict the lower level users to their own rows while letting the master users have live access to the document.

Best way to set it up I guess;

Protect one sheet with password for the "masters"
Use an unprotected worksheet for all the other people, reference the unprotected to the master.
that way they can only alter, what you reference!
