Stop if True Doesn't Stop if True

Hi all,

I'm having an issue with my conditional formatting. I want the cells in column F to show no formatting if the task is completed (Percent Complete = 100%). This works when the task is done according to the planned duration, but it keeps formatting if the duration is longer or shorter. This only matters to me if the task is not yet finished. What am I doing wrong here?
