I would expect so. Your picture basically looks like a bubble chart (https://support.microsoft.com/en-us/...1-c766f3e330d9 ) with three data series. A 4th (maybe XY scatter combination chart series) might be needed to draw the diagonal line.

With just a picture, I'm not sure how much more we can help. Start by creating the bubble chart and see how far you get. Then let us know where you get stuck.

i want chart x between (-2,2) also y (-2,2) and center dont wat (0,0) want (1,1)

I'm having trouble visualizing your axis limits. In your picture, it appears that the x and y axes range from 0 to 2, which naturally puts 1,1 in the center. I am not sure I understand what you want when you describe having both axes range from -2 to 2, but also have 1,1 in the center.

Which is not saying it is impossible -- I expect it will be possible. I expect it will take a combination of changing the axis limits (format axis dialog) and maybe some other strategies.
