Return a value from one excel sheet to another based on multiple conditions

I have the main file attached. I need to return the total quantity based on date and Scrap Reason from the source file. Any help would be greatly appreciated.

I suggest putting the information in the .csv file on a sheet (i.e. Sheet1) in the .xlsm file because working between files adds more difficulty than it is worth (IMO).
That done the following formula could be pasted into cell C5 of the Turn Operation 2 sheet and then copied over and down:
