Preform VLOOKUP based on title of cells

I would like to use VLOOKUP to find the sum of a person's price based on their name in a table. However, prices differ from state to state and I need to first sort by state. I have a formula in cell L5 that uses MATCH and VLOOKUP however there is an error in the MATCH portion.
Does anyone know how to first chose the correct table based on its title and then preform a VLOOKUP function? Thank you for your assistance
