counting instances where two values in one column both occur during a specific week

Employee ID Week Per End Date Pay Code Pay Hours Pay Rate Pay Amount
    62875 5/28/2017 Overtime 0.60 $17.25 $10.35
    62875 7/16/2017 Overtime 4.00 $17.25 $69.00
    62875 8/27/2017 Overtime 5.20 $18.00 $93.60
    62875 2/25/2018 Overtime 1.00 $18.00 $18.00
    62875 3/4/2018 Overtime 0.75 $18.00 $13.50
    62875 3/11/2018 Overtime 9.50 $18.00 $171.00

    62875 3/25/2018 Overtime 0.50 $18.00 $9.00

for each employee ID (A), I am trying to find out how many times a pay code of "overtime" or "hazard overtime" occurs during the same "week per end date" (B) with "per diem overtime" or "per diem allowance" from the pay code column (C)

    Welcome to the forum.

There are instructions at the top of the page explaining how to attach your sample workbook.

I don't see any "overtime" or "hazard overtime" however a pivot table could be used to count the number of times "Daily per diem" occurs in a week.
Select one cell in the source data (range A1:F16)
Pull Employee ID and Week per end date into the Rows area.
Pull Week per end date into the Values area (be sure that the 'Summarize Values By' selected is Count)
Pull Pay code into the Filters area and select Daily per diem
Note that only those weeks where there was actually an occurrence of Daily per diem will be displayed in the Week per end date field of the pivot table.
