Conditional formatting not working on some cells

My conditional formatting (Greater than 1 shows green background) does not work on some cells. They still have a white background.
The formula looks correct when I go to "Manage rules"

Hard to offer advice without being able to see what you are working with.

Are they all real numbers, and not text looking like numbers? Test with =isnumber(cell-ref)...FALSE indicates text

What are the actual values in those cells (it is impossible to tell from a picture)? Considering the size of the cell, I could see all those cells being any value between about 0.5 and 1.5 (displays to 1 digit as 1). Of course, if the underlying value of the cell is anything less than or equal to 1 (even if the display looks like 1), the conditional formatting rule "greater than 1 shows green background) is going to not show green.

I expect that what you are seeing as 1 is actually some value less than 1.

I'm getting TRUE for the ISNUMBER test.
I changed the rule to be "greater than or equal to" and it seems to be working now.
