Calculate a percentage between two number

Hello,
I tried a lot to get the percentage between two numbers but I didn't get the desired result.

The result is that I have a 100ml bottle of perfume.
If I put 20ml of alcohol, I want to know how much alcohol is in it:
For example:
If the volume of the bottle is 100 ml (in cell A1), And the alcohol in it is 20 (in cell b1), it should show me 20% (in cell c1)
And if it has 100ml of alcohol it should show me 100%.
And if the volume of the bottle is 1000 ml and the alcohol in it is 250 ml, then it should show me 25%... and so on..
