Highlight Duplicates not working

I have tried everything I can think of and I can not get the highlight duplicates to work with my data.
I'm trying to find duplicates between 2 columns of data, but only a few of the duplicates are highlighted out of about 500+ lines that should be.
I have taken out extra spaces, used the CLEAN function to take out non printable characters. I have copied the data in column A and pasted formatting into column B, heck I even copied both columns and pasted as values in a new workbook. That was the data after I used the CLEAN function on it.

I have attached the new workbook that I pasted my data in as values. That is sheet 1. Sheet 2 is the original untouched data.

I just don't know what else to try. Please help if you can.

How is there such a thing as different types of dashes? My keyboard can't even produce that sort of dash.
