Is there a way to sort so that I have the order 1, 2, 3, ... 10, 11, 12 and so on?
I noticed when I sort the 10 comes after the 1.

that happens when your numbers are stored as text then 10 comes after 1 and before 2
so you have a formatting issue with your excelsheet.
When your numbers are stored as numbers in the cells then sort order is 1,2,3 as expected.

I think I tried that but my column seems to be out of order. Can you look on my Group column please?
The group column contains text:
1. Housing, etc.
The only way you can get what you want is to relabel in this fashion:
001. Housing
