Integer value of a number with large decimal places

Cell D2 generates a numerical value or null (“”). It can be a number with large number of decimal places like 86.23698745269789

E2=integer number of D2 with addition of 1. In above case E2=87 (even if D2=86.00000000, E2 should be 87). However if D2=””, then E2=0

Similarly,
F2= integer number of D2 with subtraction of 1. In above case E2=85 (even if D2=86.00000000, E2 should be 85). However if D2=””, then F2=0
