How to exclude rows from printing in the middle of the page

Is there a way to skip printing rows in the middle of a page, but leave the rows visible on the screen, while keeping everything on the same page?

For example, my print area is A1:F20, but I want to skip Rows 16 and 17. Put differently, I want to print A1:F16,A18:F20, but I want it all on one page, to appear unbroken.

If I set my print area to A1:F16,A18:F20, it prints on 2 pages.
I don't want to hide the rows because the sheet will be protected for all but a few unlocked cells, and don't want to have to unprotect the sheet.

One other complication, I have 5 other pages that need to be printed as single pages.
