Setting Paste Special (Values) by default for workbook?

I have a simple workbook which will be used by many other users. We will copy and paste into this book.

But it's important that it's pasted as values.

How to set excel so it pastes values by default.

I know there's a setting in Options/advanced. But that's for the program. I need just that setting just for the workbook.

Is it possible?

Unless you have a macro to do that for that file, I dont think any settings will apply to just a file.

I'd be happy with VBA which would override the paste settings to paste values only for the workbook.
