    How do I apply conditional formatting to the cells themselves?

    I want the cells to have a background fill such that when I move them around this identifying fill will stay the same.

    The reason I want to use conditional formatting is that I am highlighting every other row, in an attempt to figure out what goes wrong when I attempt to sort the cells, because the values given by an AVERAGEIF formula based on them should not be changing but they are. I would be looking for whether any of the colored rows break up and where they do to see where the rows are not staying together (the only reason the AVERAGE IF formula might be giving different values) and thus where the columns are not sorting.

    Edit: While I could not convert the conditional formatting--and after searching on this issue with different terms I could find that there were some guides on how to do so, though I don't know if they apply to conditional formatting applied with functions--the underlying reason for doing so has been solved.

    This was a mistake on my part. Sorry about that. My AVERAGEIF function was not referring to the sorted list of states.
