Just another option:
=DATEVALUE(A1)+TIMEVALUE(A1)
The date format "Oct 19, 2023" may not be recognisable in India. Both TMS and Gregb11 formulas returned "#VALUE!" on my computer. Another way is to use Power Query.
Returned #VALUE on mine too which may reflect that I have Excel 2010 Hence my convoluted reply!
As far as I can discover, DATEVALUE does not recognise formats such as the "OCT 19, 2023" or "OCT 19 2023".

Oddly, it worked on my iPad but not on my Windows laptop. On my laptop, if I changed the text string to "19 Oct, 2023" then Excel recognised it and converted it in situ. I had to put a single quote in front of the string to retain the text format to test the formulae.
DATEVALUE does recognise the "DD MM YYYY" (and variants) format but not "MM DD YYYY".
What DATAVALUE does and does not recognize depends on local settings (language settings).
