Conditional Formatting

I want to format a column based on if the item is a interger or a #followed by an interger or an empty cell. For example I have:
1 A B C
2 $23.50 #3050
3 #2020 $12.00

In this example I want Cells B1 and A3 to be cyan
Cells a1 and c3 to be green
and cells C1 and A3 to be yellow

How do I do this with a conditional format?
Please Help
