You need Adobe Acrobat if you want to modify a pdf file.

Scan it and send it to a OCR program. Hoping that you have a clean legible
master to scan.

I know about PDF --> Word conversion software (Google it!) so if you
can get it in a Word file it should be no problem getting it in Excel
too.
