I have a function VLOOKUP that does NOT work without a SINGLE QUOTE before value in a cell that is searched.

A single quote (or an apostrophe) is used to signify Text in Excel. A number entered with the leading apostrophe is treated as Text and (generally) cannot be used in calculations. Often used for ZIP codes, phone numbers, Invoice or Product code numbers.
I would assume your list is actually TEXT and your VLOOKUP will fail if you are trying to look up a number. Hence, the single quote forces it to look for text and then it works.
