Cell comments flash/display briefly then hide

When I hover over any of a page's comments, they will flash very quickly, less than 1/2 a second, then they hide. Every other function on the page works, such as buttons and radio buttons, etc. but the comments just don't work. This is true throughout the workbook as other pages are also affected. At one point, comments on some pages worked but not on others. Now, none of the page's comments are working when I hover over them.

I have a moderate amount of VBA code on each page to control various data points, but nothing in the VBA is pointing to any comments.

In an update to this issue, I have found that I can hover over the comments and see them only when I select the "New Window" option and hover over them in the new window only. The second instance, or window, the cell comments appear as expected, but still do not show up in window #1.
