Count If with diffrenct Columns, With diffrent Values

I have a problem in COUNT IF, specify a formula that
in multiple columns with different values.

but note that this requires that the data is sorted by RO number and any cancelled RO Bill appears first before the next occurrence of the same Billed RO number.
