Changing percentrank ties

How can I change the default "low" rank used to break ties in percent ranks?
Can it be set to medium or high?

If this is a sample:

With Rank the order will be --> 4,2,2,1

And with CountIf...
Countif: =COUNTIF($A$1:$A$4,">"&A1)+1 --> 4,2,2,1
Countif: =COUNTIF($A$1:$A$4,">"&A1)+1+COUNTIF($A$1:$A$4,A1)-1 --> 4,3,3,1
