HELP with some Formula's

I work for a trucking company. I have to manually do another facility's billing. can anyone help me. This is what I need.

Col. A -- Total Shipments for this customer.
(Each has a range to use the range is 1, 2 - 5, 6 - 10 and 11 and more)

Col B -- Total Weight for all shipment's for this customer
(this is the total weight for all shipment)

Col C --- Total amount to be billed to customer

This is where it gets complicated!!!!!
I have a charge sheet based on total weight and number of shipments
i.e.
1 shipment under 100 total pounds 12.00 flat rate
1 shipment 100 - 499 pounds 0.841 cents per pound
1 shipment 500 - 999 pounds 0.777 cents per pound
and so on
