Excel changing format of cell when opening a csv file

I am trying to open a csv file that has a employee_ID string of "07-7777". Or it would seem any four digit number following the "07-". When Excel opens the file the cell is auto formatted to a custom date format MMM-YY. And it has changed the string to the date 7/1/7777. The same thing happens when the string starts with "05-" But not with other numbers such as "01-", or "02-", etc. Any thoughts would be helpful.

you can either change the .csv to .txt then open with excel changing the format of that column to text in the import wizard, or data/import external data/import data change file type to look for to csv then import it that way
