Excel allows access to more than one user to same file

We currently have an Excel Spreadsheet on a server, which is not set up for
shared use, but a number of users need to have access to this at some time.
We would normally expect it to advise a user if someone else was already in
the file, and allow Read Only access. This has not been happening lately, and
some users are able to get into the file with no alert message despite the
fact that it may already be open by another user. This then only allows one
of us to save the changes made.

We do not want to change the file to allow shared access, but how do we
resolve the problem of more than one user being allowed access to the same
file without it locking the second user out as read only?

    Any help would be appreciated.

Tools....Shareworkbook....editing. There is a check box there that allows
editing by more than one person at a time. Could this have been checked off
    by one of the users?

Thanks, but this has already been checked and found not to be highlighted
