I am trying to figure a discount based on a count

I am trying to formulize a discount based on a count:
>2 <6 5% - >5 <12 10% =12 >12 15%
The formula I try doesn't tell me it has an error, but it only calculated
the first condition?
Any Ideas?

Try this formula in cell B1:

=(A1>2)*5%+(A1>5)*5%+(A1>11)*5%
