how do I show file extensions when a workbook opens in excel 2003

I can't tell if I have a template opened or a standard workbook because the
extension of the filename I open does not show as it did in excel 2002. How
do I enable it so that it shows the extension automatically and by default
    (forever)

I think you'll find that's not an Excel feature, but a setting in Windows.
In Windows Explorer, try Tools/ Folder Options/ View, and unselect "Hide
file extensions for known file types".
