My Excel 2000 changes the format of my numbers, how do I correct?

I have an excel 2000 spreadsheet that is altering the format of my numbers. I
have changed the format several times but it does not matter it always
changes the format back to another setting. For example when i type in a
whole number it is changed to a decimal. I type in a number like 0800 for
time and it changes it to a zip code for Portugal. I have checked the
options and custom settings, the cell format settings and everywhere else but
    no luck.

Any help or suggestions would be greatly appreciated.

    Thanks,

    First problem......

    Tools>Options>Edit. Uncheck "fixed decimal places"

    Second problem...........

Times cannot be entered in that manner unless you want a "text" time in which
case type an apostrophe then 0800.

For a real time enter as 8:00 for AM or 16:00 for PM
