Sticky Keys???

I have just been given a new computer and there is some thing strange with the Excel functions.

When I hold Shift + Ctrl and one of the arrow keys, it no longer highlights all the data down the rows of a column to the end of the data columns but will highlight across across a row. It's driving me mad...does anyone know what I can do to remove the STicky Key functions?

I'm not sure I fully understand but sticky keys are accessed from the control panel accessibility options.
