Formula works halfway?

= INDIRECT(ADDRESS(ROW(A1)*6-6+COLUMN(B1)-1,1)

Thats the formula i used to transfer a column of over 10k cells into 6 columns that sorted the information. However I can across a problem. Around 1/10th of the list down the first column randomly skipped 3 row lines and is producing the wrong information now...how can this be corrected

Side Note. I inserted two cells into the list of 10k cells to correct the transposition because one of the patients left out a state and email and it threw the list off.
