Only allowing access to certain cells

Hello

I am putting together a questionnaire.
In order for this to work I want to protect an entire sheet apart from specific areas.
The form will have combo boxes, tick boxes, buttons and general cells for notes.
How does protection work.

Using the combo box as an example
I select this, and untick locked

I then lock the whole worksheet using protect sheet - give access to unlocked cells

It comes back with an error saying the cell is protected, read-only so it cannot be changed
That doesn't seem to make sense to me

Does anybody know what I am doing wrong?
