Custom Cell Formatting

Is there any way I can get a custom cell format to do 0.00"?

It gives me an error because " indicates text to follow, I want it to represent inches. 0.00' works fine for feet.

As documented in the number format codes help page, use the \ character before the " to tell the format code to display the single character.
