Excel automatically dividing whole numbers by 100

Every time I enter a whole number in a cell in Excel it automatically divides it by 100, like it's calculating a percentage. The Number format is set to General. This happens in all new workbooks and when opening old workbooks that previously didn't have this problem. If I change the Number format to Text it will enter the number as I type it, but then I cannot use the numbers for functions.

If you have any ideas I'd love to hear them. It's driving me nuts to have to enter everything in x100.
