    When you turn on protection, you are actually only protecting that worksheet in the workbook. If you protect the workbook itself, without protecting any sheets, users will have full access to the data in every sheet.

    Without using a macro, you'd have to go to each sheet and perform the Tools -> Protection -> Protect Sheet function and set a password. Skip the sheet you want to leave unprotected, of course.
